As long as the leaf buds have not opened it should be safe to prune them. If they have opened already you are chancing the vines bleeding to death or allowing diseases to enter. They should be pruned during winter, after leaf-fall. This allows the cuts time to heal without weeping and somewhat limits diseases due to the cold weather. I usually prune mine between Christmas and Valentines Day and it works well for me.
