Who Is Responsible for Cleaning Up Branches Cut by Utility Company?

For about the fifth time in the past 15 years, a utility company has trimmed a bush in my neighbors yard and left the branches in my yard for me to clean up. The power lines run though the back of my property, behind the power lines is another back yard. This bush grows like crazy, grape vine and other weeds grow up the bush and along the power line. I have worked hard to keep my yard clean. Every time the electric company comes through and trims this bush that is in my neighbors yard, they leave the crap in my yard because it is down hill. I’m getting tired of this. This bush will be back to it’s normal size in the summer. Who is responsible for cleaning up this mess?
Well then, I intend to kill this bush.
I really find it hard to believe that they are allowed to throw refuse from my neighbors yard into my yard.
I realize that there is an easement, but SOMEBODY must be responsible for maintaining this land. I mean, if they cut down a tree are they allowed to leave an eight foot high pile of sticks and logs in the middle of a residential area? If I left a pile of garbage at the edge of my property line, wouldn’t my neighbor be justified in complaining?

In actuality, the utility company is leaving it in "their yard". There is an easement around the utility lines and it’s their property, they "let" you use their land as you like, but most people call easements "theirs".

THE UTILITY COMPANY! Call up & complain! Whoever cuts it, they have to clean up & take all the debris away.

Taking the spelling neighbor I woiuld say this is a US question so my advice may not be relelvant
In England, if you trim a neighbours tree you must put the cutings back on o the neighbours property or risk being accused of theft (think also of fruit from a tree)
It is the utilities job to tidy up after themselves and in light of the law they should put the cuttings on to your neighbours garden or arrange with him to take them away.
Being a land owner with cables running over my land the utility companies have to contact me before they do any work and they have to clear up
